The Portsmouth Bypass is a DBFOM project was Ohio’s first P3 and reached Financial Close in 2015. The project comprises the design, construction, financing, operation and maintenance of a four-lane, divided, limited access highway comprised of 16 miles of new freeway around the City of Portsmouth in Scioto County, designated as State Route 823 (SR 823)
