United Utilities, the provider of water and wastewater services in the North West of England, procured the GBP 1bnm water resilience supply project under a 25-year DBFOM model. The Haweswater Aqueduct Resilience Programme (HARP) will involve the construction of replacement tunnels for the Haweswater Aqueduct in the Lake District. It is aimed at ensuring the resilience of drinkable water supplies to populations in Manchester and the Pennines. The private partner will earn revenues on the asset over the 25-year contract, The project is part of a planned government scheme called Direct Procurement for Customers (DPC), launched in 2020 to allow water utilities companies to competitively tender major DBFOM projects (those GBP 100m of capex or more).
